Preheat oven to 350°F/180°C.In a bowl, using an electric mixer on medium-high speed, beat first 4 ingredients together for 5 min.Pour batter into muffin tins that have been lightly buttered and floured.Bake 20 min. or until a toothpick inserted in cupcakes' centre comes out clean. Cool.Meanwhile, mix remaining ingredients together.Ice and decorate cupcakes.
